C是无关选项。我在想加上urban。 more people in K urban，C对不？应该还是不对，请NN指点。

E,是削弱。用相关无关的求同.求异会更好理解。因为E没有直接说farmers 进城回怎样。阅读中有一篇Passage 15 (15/63)，可以说明这个问题，呵呵

还是不太明白，这道题跟farmers进城有关系么？这个argument的结论不是说取消tariff会严重hamper政府在减少失业率上的努力吗？那么fair_sword GG，你的意思是说不是取消关税造成的而是farmers进城阻碍了政府的effort？

言外之意就是不应该取消出口关税，weak这个结论应该是说要取消关税，或不取消关税达不到降低失业的目的。E说明大量农民进了城.....结果是可想而知的了
