排除法可以选E，但是如果E正确的话，我想问1993年的significantly reduced 是什么原因？

我是问红色那部分的significantly reduced 原因，不是蓝色那部分

1993年，在全国大部分地方（一个大整体），installation of this converter是奏效的，所以使得most of country 的nitrogen dioxide emissions是减少了的。题目问的是为什么这个国家的首都（局部），在安装converter后，emmission没有显著的降低。不知道这样说有没有回答你的问题呢？

我看漏了题了，我来来回回读了几遍，也没有看到paradox在于 most of the country and its capital city. 我还在想呢，这题怎么这样，刚说完A, 又说不是A, 还让人解释。
