选A，为什么III. Most government workers are Civil Service employees不对呢

第三个必然不行啊楼主。题干是从CIVIL SERVICE推出来government的，但是不代表大部分的government都是civil service啊。因为有可能别的很多government部门的情况和civil service的情况类似，也许civil service只占government的一小部分但是却比较有代表性。所以第三个太牵强了
