答案是B。我不是很理解,觉得答案是E吧。试想:将E取非,没有了not,那么报告就是被对方党派认为是不客观的评价,那么不就削弱了原文关于总统公正的立场嘛~

对E选项取非,即去掉not,变为认为是客观评价,属于加强
B选项取非,即大部分被认为wasteful的项目都来自president,而政府cancle掉的90%的wasteful 的项目却来自opposition parties,这就与政府所说的“the President’s choice was clearly motivated by sound budgetary policy”相违背,因而取非构成削弱。
