81.The program to control the entry of illegal drugs into the country was a failure in 1987. If the program had been successful, the wholesale price of most illegal drugs would not have dropped substantially in 1987.

The argument in the passage would be most seriously weakened if it were true that

the answer is B, why not E???

Simply math.

Money spent = price of illegal drug X amount of illegal drug bought

If people bought HUGE amount of illegal drug, the total amount spent could still be increasing even if the price is dropping.

For example, more people start to buy illegal drugs in 1987, or on average, each buyer bought more pills.

我的理解是：

现在原文的结论是，没有控制住非法走私的药---》非法药品的价格下降了。（隐含是说非法走私药数量增加）
B，国内非法药品生产量增加了-----》解释了非法药品的增加----》解释了价格下降不一定是没有控制住走私。
E，人们花在非法药品上的钱增多了----》并不能解释关于控制非法走私药的事实。
