Amtowns public schools are supported primarily by town property taxes. The town plans to eliminate the property tax and support schools with a new four-percent sales tax on all retail items sold in town. Four percent of current retail sales is substantially less than the amount currently collected through property taxes, but town planners believe that adopting this plan will not have a negative impact on the funds available for the town’s public schools because ______.(500-600)

Amtown was recently featured in a magazine as one of the top 10 weekend getaways from a nearby city.

2. B,为什么无关啊?Many people走了,就没有资金support public school了,那采用new plan就木有不好的作用了啊?

3. E的解释有点不理解,但是我的逻辑错了:认为Magazine报道的就是“事实”,既然所报道的事实,就不用担心sale tax不够多啦。这个大家可引以为鉴。

This is a strengthen/assumption question. To make the main conclusion work, choice A is the best.

Main conclusion: Adopting this plan will not have a negative impact on the funds available for the town’s public schools.

Since the blank ___________ is after the word because, you are asked to fill in the blank with a sufficient condition or reason.  A) does just that. A) is POTENTIALLY a reason to make the main conclusion a more likely one.
