第一题是OG13-30：The Eurasian ruffe, a fish species inadvertently introduced into North America’s Great Lakes in recent years, feeds on the eggs of lake whitefish, a native species, thus threatening the lakes’ natural ecosystem. To help track the ruffe’s spread, government agencies have produced wallet-sized cards about the ruffe.   本题的措施是produce cards 告诉人们ruffe对whitefish的危害并要求人们report the ruffe they catch。目的是使政府机构能够track the ruffe's spread。
答案是C。Most people who fish recreationally on the Great Lakes are interested in the preservation of the lake whitefish because it is a highly prized game fish.    OG的解释是如果人们对保护whitefish感兴趣，则人们report the ruffe they catch的几率就会增加，政府机构从而能更好的控制ruffe的数量。

第二题是 OG13-46：If the county continues to collect residential trash at current levels, landfills will soon be overflowing and
parkland will need to be used in order to create morespace. Charging each household a fee for each pound of trash it puts out for collection will induce residents to reduce the amount of trash they create; this charge will therefore protect the remaining county parkland.
Which of the following is an assumption made in drawing the conclusion above?
本题的措施是每家每扔一磅的垃圾要交一笔费用，目的是减少垃圾产量，节省parkland的空间。
  基于上一题，我选了D、 The beauty of county parkland is an important issue for most of the county’s residents. 因为人们认识到parkland的美，所以减少垃圾产量的几率会增加，从而达到目的. 可是D却是错的。
请问这两题有什么区别呢？为什么第二题选D是错的？
第一题为什么可以选C？加强题中的措施目的题不是应该解释措施是怎么达到目的的吗？怎么可以只说措施怎么更好的做到？

第二题和第一题还是有一些区别，最关键的在于第二题是问“assumption”
根据“Critical Reasoning Bible Notes", assumption 是”Things that are assumed to be true before reaching the conclusion”（也即结论成立的必要条件）。显然第二题中，当结论成立时，D选项不一定成立。
