I wonder why b is correct since the period of from 1975 to 1980 is not consistent with the passage , that is accoring to the survey in 1980 to get the conclusion in 2000.

请以后把题目贴全吧。原文说1980年文盲率是10%，所以推测2000年文盲是25M。选项B就说明2000年的文盲率和1980年的不一样，所以不能用1980的文盲率来推断2000年的情况啊。

我觉得是这样的，B说1975和1980的不一样，就是告诉你每年的文盲率都不同，所以不能用A年的文盲率推出B年的文盲率啊。
