No. 1 is a simple math.

Suppose each viewer only remembers the first and the last ads in a cluster and the number of clusters remain constant. Therefore, the viewer remembers the same total number of ads after watching TV. If the number of ads within each cluster increases, the total ads the viewer watches increase.  Then the PROPORTION of ads the viewer can remember will decrease becasue the denominator is bigger!
