题目意思大概是说某种病毒有危害，目前有一种疫苗可以治疗这种病毒，但是这种疫苗却不是很可能可以大规模推广，问为啥。

其实光是阅读题干就可以做简单的推理，这种病毒会造成牛奶品质降低，这跟奶农的利益直接相关，算是比较严重的问题了。现在既然已经有治疗方法了，但是却不能全面推广，这说明这种方法肯定有潜在的问题，严重性跟牛奶品质降低可以划上等号，那么来看看下列选项哪个符合这个标准。

A就是说，一些有危害的病菌一般不会发作，但是这种疫苗里面某种东西会让这些病菌发作，也就是会让奶牛得一些平时不大可能会得的严重疾病，这个危害很大。两相权衡，还不如让牛奶品质降低算了，所以这个选项正确。
