答案是E。我明白为什么选择的是E。
我的疑问是为什么A不对，原文指出的是是innovative police program是导致犯罪率下降的原因，那么削弱这个观点就是要说明另有他因，而不是这个项目导致的。那同样是说明program没用，不是它导致的犯罪率下降的A为什么不能说明问题呢？

First of all, "several cities" are not "the city" in the argument.

Secondly, A) says increased spending DID NOT decrease the crime rate. So this is something that is NOT working.

In a nutshell, A) does not weaken the argument.

Focuse on the conclusion. A) has nothing to do with the stated conclusion.
