I don't see why you shouldn't give a try. Your background is decent and you have work experience, which is plus side for your application. JD doesn't require any legal background so you don't have to worry about this. Your GPA is quite risky, though. 83/100 , according to U.S standard is B to B+, (3.0-3.3), therefore unless you have a strong LSAT score, I personally think it's hard for you to get into top 14. nonetheless, I think you should apply for JD program, especially given that fact that you are more interested in legal study. the U.S. is probably the only country that can offer the top law education that one needs to become a legal scholar. btw, JD program doesn't care what's your major in your undergraduate school, so it doesn't matter at all that you changed your major. Last but not least, you are worried about your lack of communication and your application ( paper -form, no interview, etc) would be an obstacle, but everyone else applying outside U.S has the same problem. No one can guarantee that you have 100% chance to get in to a law school, regardless what kind of school you are applying. But the thing is, if you don't try, you never know..
