Since the hotel's tax rate were lowered and the total tax rates were the same as last year, the author draw a conclusion that more people stayed in the hotel than the years before. The author can draw this conclusion only if other factors were still the same as before ( if other factors lead the total tax rate were the same as before, the conclusion will be weakend)
Choice A) more people know the hotel lowering the price might help to arouse them stay in that hotel, but it is just a support not necessary ..
Choice C) this statement is point out one of " the other factors" is the same. so it is one of the assumption.
