OG中的D解释Th is merely indicates that it would be good if the proposal had the intended eff ects. 如何理解？

Here, you made a wrong deduction.

A --> B does not equal Less A --> Less B. So your deduction of 这说明减少错误的警报就不会减少火灾系统的回应能力 is wrong.

The whole argument is about a recommendation to remove call boxes based on the reason or premise that "removing the boxes will reduce the number of prank calls without hampering people’s ability to report a fire."

D only states the terrible consequence of responding to a falsm alarm, which might still happen if prankers find other means to do so than using the call boxes. Hence D does not strengthen the argument.

argument 是Removing the boxes will reduce the　number of prank calls without hampering people’s ability to report a fi re.

(D) 说的是Responding to false alarms signifi cantly reduces the fi re department’s capacity for responding to fi res.
减少恶意电话和减少预警系统能力是不一样的。
而且文章的argument是改变恶意电话这一现象，和capacity for responding to fires无关。
