前两天没顾上来...

A的意思可以从原文得到, 原文讲提高new commercial business tax, 其结果必然是new commercial business减少(common sense). 又讲residential可以吸引wealthy people, 因为他们喜欢...且不会complain increase in property tax. 从这里可以得出, town council一方面提高new business tax, 导致new business减少, 税收下降(common sense, 很有可能), 另一方面提高property tax, 因为new business减少, Montrige更residential, 富人就会被吸引来, 而且不在乎property tax的上涨(导致property tax收入增加). 这就是A的意思.

BCDE可以用排除法.
B, 没有指出distaste.
C, 原文中没有出现town council对new business reaction的估计.
D, 原文没有说明优先次序
