请教一道GWD 语法

个人拙见：
我觉得E更合适。看题干，这里考的是As...as...的平行结构，这个应该很明显了。平行结构要求两边功能形式要对成，且以功能为重。前面的as后面跟的是many independent institutions of higher education charge tuition and fees of under $8,000 a year ，去掉不要的结构后剩主干institutions charge tuition and fees。所以后面的as之后也应该加类似结构n./pron. + verb的形式咯。再看句意应该是说：根据调查，收费在$8,000以下的institutions是收费在$16,000以上的3倍，比较的主体是两种institution而不是一个institution的两种charge情况，E中charging分词作定语修饰这样的institution。所以综合考虑，我觉得E更优。如有不对的地方希望大神们出面指点。
