题干逻辑关系大概就是：

Argument：因为snow geese吃Arctic bird和其他species，Hunter因动物保护规定限制狩猎snow geese。

Conclusion：所以只要放宽对Hunter 狩猎 snow geese的限制（5%），snow geese 就会减少，从而提高 Arctic bird 和其他species 的数量。

要削弱argument，可尝试从argument的要素之间的关系找漏洞。

B的意思大概是：

限制Hunter 狩猎 snow geese 的动物保护规定在预定的日期（hunting season）之前就已经不再起作用了

也就是说——政府对于Hunter的规定其实是不起作用的，因为Hunter本来就可以在规定失效和hunting season结束两个时间点之间狩猎snow geese，所以放宽限制（例如从5%提高到6%）并没有用。

所以削弱了argument中Hunter和snow geese的关系（规定限制————没有用了）。
