C选项最好因为它把这两个地方reported的犯罪的上升与安装闭路电视联系这个原因起来，实际上犯罪的数量并没有增加，只是被闭路电视拍下来的多了

这个选项虽然是否定证据，但否定的不全面
C直接说出来了犯罪没有增长，是安了闭路电视的原因导致被拍下来的犯罪增长了。可能原来犯罪的更多，只不过没有被拍下来而已。
