我是这么想的哦，不知道对不对。因为这题没有GAP，所以用取非的方法。看选项取非后是否削弱原文。

这里A取非后，就是说美国的病人比加拿大的病人有更多手术的需求。
那么原文中说US的人比比加拿大的有更多的手术，是因为United States has 33 percent more surgeons per capita就被削弱了，A选项取非后相当于是给原文另寻他因。
意思是并不是因为US有更多的外科医生所以有更多的手术，而其实是因为US的病人对手术有更强烈的需要。

这样就削弱了原文。那么A排除这种他因，就是对原文解释的假设。
