答案D  B為什麼不行呢 ?

因为B不是assumption. 题意说禁止官员退休后3年做lobbyists,然后一个人得出结论说这会使官员们失去3年的生活费。这个假设只能是做lobbyists是官员们挣生活费的唯一可能。
