Companies in R that manufacture telecommunication equipment such as telephones and fax machines have argued that exports of their products should be exempted from the ban, on the ground that it is impossible for a country to remain repressive when telecommunication equipment is widely available to the population of that country.

a和題目無關阿，这道题讲的是s country和r country的tele company的关系，根s 政府要不要增加tele 的進口無關

题目的条件是widely available，但是如果只是一小部分人用的话，就不成立了，所以是B
