答案是c 。但是C不是等于重复原文“most of the private-plane traffic would be forced to use outlying airfields “ 吗？。。不懂

前提：中心机场只给商用飞机和装有雷达的私人飞机使用
结论：大部分的私人飞机将被迫使用原离中心的机场

这里是对“大部分”提出假设，为什么是大部分而不是小部分，就是因为大部分的私人飞机没有安雷达
