答案选A唉~~我选了c~~十分奇怪的一点，A 的意思就是说 expansion of the rail way 并不是人们的primary benefit，所以修路不能达到预期的结果，但是不是primary benefit又怎样？。。。。只要能减少congestion就可以啦？这个选项没有直接反驳这一点啊？。。。。C选项我认为直接反驳了这一点，拥挤增加，并没有减少~~ 请大家一起来讨论下~~谢谢！~~
