我认为答案是B,因为文章中讨论的是新的节水装置是否省钱的问题,那个反对意见说新的装置剩下的钱没有安装费用多,这东东省不到20块钱一年。讨论的是省钱还是花钱,主要是跟安装这个新的装置之前情况比较。B符合,以前的装置还需要一堆东西,更花钱。
D:安装费上新的和传统的差不多,但是更换成新的装置还是需要额外的费用,这笔费用比节省下来的水钱多多了,这里也没用。
