C) Between the time a proposed toll increase is announcedand the time the increase is actually put into effect
时间是“宣布要实施这个政策,到政策实施之前”这一段,与这个政策实施后的效果无关

第二题
前提:Generally scientists enter their field with thegoal of doing important new research and accept as their colleagues those withsimilar motivation.
结论:Therefore, when anyscientist wins renown as an expounder of science to general audiences, most other scientists conclude thatthis popularizer should no longer be regarded as a true colleague.

D)直接连接前提和结论,正确
C)题目根本没提到什么成为 a famous popularizer 是不是需要completed any important research,无关选项。

逻辑的根本还是,它说什么,你就跟着说什么
