答案是对比出来的. B, C的做法损失与5年收入相比只是小CASE.

拜托楼主贴的贴字大点。看完这道题,我的眼镜一下子深了50度。

C的错误(其实这种模陵两可说话方式在任何情况下都不会是正确选项):C是延迟效果(postpone the effects ),还是有效果,只是满点,而问题是怀疑效果(即没效果)。其实从现实角度讲,这个计划要5年进行,多买点票能用多久。所以还是不能从根本上怀疑计划的效果。

D却不同,它是20%的人根本就不走这条路。将收入一下子降了差不多20%。一下子动摇了计划是否能实现。

按C的做法,这样的以公路养铁路的方案还是可以实现的
