C有点模糊。为什么C正确？究竟应该怎么解释呢？

我的理解是原文交代只有那些bicycle racer（即代表不同市场有不同需求的群体）会对创新，技术含量高的东西感兴趣，愿意掏钱买，所以作为商家（authority)要去压低那些racer的需求度（也就是我们常说的培养一种人为的市场饥饿感）以此可以作为打击行业内的其他竞争对手的一种手段（C选项大概说的就是这个意思），也正好联系原文最后一句“therefore,innovation in bicycle technology is limited by ...."我当时选了E~,现在看来E更像是结论，而非支持论据

晕，刚才的理解有偏差。纠正：原文说bicycle racer会对创新，技术含量高的装备感兴趣，愿意掏钱买，而出于公平竞争标准这一原则（accept as standard for purposes of competition)，则必须对技术创新加以限制（否则装备越好跑得越快那比赛不乱套了），而前提就是那些bicycle racer不会对统一进行限制后的技术装备感兴趣（C选项）
