superintendent: It is a sad fact that, until now, entry into the academically best high school in our district has been restricted to the children of people who were wealthy enough to pay the high tuition. Parents who were previously denied the option of sending their children to this school now have the option, since I am replacing the tuition requirement with a requirement that allows only those who live in the neighborhood of the school to attend.

The superintendent’s claim about the effect of replacing the tuition requirement relies on the assumption that

解释说E易混淆，文中已经包含这个意思，不是题目要问的问题。但是我看不出文中哪里包括这个意思。。。

题目说的是 Parents who were previously denied the option of sending their children to this school 这些家长现在又新的选择了
E说的是那些本来不够有钱送孩子去读书的家长人数很多那么如果这些家长没有住在新选择要求的这个社区内那么他们依然没有新的选择所以这个不是前提
