要降低犯罪率——设监狱课堂(有被deny)------然而，这个是迎合了目的的（就是暗示说监狱课堂可以降低犯罪率吧）-------原因是那些接受过监狱教育的人，释放后很少再犯罪了。

C就是最后一句的改写。不过最后一句很难懂呀……
