为什么III不是呢？
是不是因为该选项应作为assumption选项呢？

MM的III是何以见得呢？我觉得碰到最高级就要当心。一般如果原文没有表现出这种最高级的意思答案都不选最高级的。

而且我上看下看左看右看也看不出怎么可以得出III 的。

我是这样理解的：
我定义这题是因果解释型。
原因：In the effort to fire a Civil Service employee, his or her manager may have to spend up to $100,000 of tax money. Since Civil Service employees know how hard it is to fire them, they tend to loaf.
解释：This explains in large part why the government is so inefficient.
注意红色highlight部分，在原因中，只提及Civil Service employee；在解释中，只提及government。
这直接有一个gap，所以我想着III是不是假设呢？
如果是假设，是不能就不能归到归纳类型中了呢？

我一开始也是觉得三是对的，因为原文中CS的员工因为A（开除人要很大补偿）所以倦怠->这就是为什么政府倦怠的原因。我之前觉得两者之间的GAP就是政府员工即CS员工。现在仔细想想其实不然。原文明确的分开了CS和GORVERMENT是两个单位。那么如果三成立的话，只能说这些most empoyees既是政府员工，也是CS员工。即使如此，他们也只能被证明是在CS倦怠，而对于没有任何描述的政府是否倦怠是不成立的。因此这个联系时错误的。回归作者的原意，不难发现，其实作者是把政府和CS做了一个类比。通过对CS引起员工倦怠的原因折射出政府的原因。而不是推出两者是同质的。
