Normally, most assistant professors cannot get tenure at top tier universities but they would like to try their ability and to get a high income first. Choosing a reviewer is not based on the publications on that journal. The reviewer may publish good papers in other journals which show the ability already. Peer review, of course, is not absolutely fair. The editior knows which reviewers provide high acceptance rate. Some editors even give the paper to the authors' ex-supervisors for review. |
