The imposition of quotas limiting imported steel will not help the big American steel mills. In fact, the quotas will help "mini-mills" flourish in the United States. Those small domestic mills will take more business from the big American steel mills than would have been taken by the foreign steel mills in the absence of quotas.

A recent report determined that although only 3% of drivers on Maryland highways equipped their vehicles with radar detectors, 33% of all vehicles ticketed for exceeding the speed limit were equipped with them. 这一题，我选的是A。答案是B。可是我觉得B应该是无关的吧，因为上文说的是超速和radar detector之间的关系，那assumption也必定是和他们有关的；而B完全和radar detector没有关系吧？

39题最后一句就是：如果实施了限额政策，本国的小钢铁企业抢占的大钢铁企业的份额要比没有实施限额的时候，外资企业抢占大钢铁企业的份额还要多。削弱就是：小企业和大企业生产的都不是同一个东西，互不干扰。

40题是陈向东里面的题。这个其实本质是考统计概念。选b就是说：那些被开罚单的司机平时就更容易超速。如果b取非就成了：被开罚单的司机平时不那么容易超速。那那些被开罚单的有电子狗的司机可能本身很多时候都没有超速了，只是这些司机运气不好，好不容易超速就被逮了，那就削弱了结论。
