个人觉得：

原句用了“in that”，所以，想表达的意思是，因为宣布了truce，所以带来了和平。

如果变成分词结构，那么就有两种解释：

1、宣布truce，同时带来了和平（伴随）；

2、带来和平，结果宣布了truce（结果），再比如he ate two hamburgers, making him full;

ambiguous在这里.
