rearrange the list from smallest to largest

13, 22, 31, 38, 47, 69, 73, 82

above 8 numbers in total,

greater than 3/4 of the numbers means > 69

less than one 1/4 of the numbers means < 73

so 69<x<73 ===> ans: 71
