排除掉其他选项吧 更保险一些
不知道这个算不算题干的改写, 其实原文说飞机场要限制给商用飞机+有雷达的私人飞机了, 那么作者写出个结论, 用WOULD的, 大部分私人飞机都要停在别处了, 因此这里有个小假设
