OG的E选项解释：This actually weakens support for(2)[doing so will not hamper people's ability to report fires], by enhancing the possibility that the only person aware that a fire has started is near an alarm box but lacks access to a working telephone.
我不懂的是：很多公共电话不能用，那么即使有火警人们也不能用公共电话报警啊，那么取消公共电话对人们报警的能力没有影响啊，为什么不选E？

楼主，我觉得你没有很好的理解题干，题干说的是谎报火警大多数是fire alarm boxes造成的，就是街角那种按一下就响的手动报火警的装置。题目然后说因为几乎每个人都可以用电话报警（可能通过手机，座机或公用电话）。我们假设一个人没有手机，在街上，需要报火警，但是他可能无法使用公用电话，因为大多数公用电话不能用，那么这时他可以按box，如果box被移除以后，他就无法报警了，这难道不是hamper了报警的能力吗？
