10. In order to pressure the government of
Country S to become less repressive, some legislators in Country R want to ban
all exports from R to S. Companies in R that manufacture telecommunication
equipment such as telephones and fax machines have argued that exports of their
products should be exempted from the ban, on the ground that it is impossible
for a country to remain repressive when telecommunication equipment is widely
available to the population of that country.

答案B。我选的是D。电信设备最能够使S国民反对国家的压制。哪位解释下为什么是B么

D是迷惑选项, 文中并没有说到EFFECTIVE. 
如果把B取非, TE只能给S的高官用, 那么就与WIDELY AVAILABLE所说相反了丫
