Strikes should be outlawed only for categories of public-sector workers for whose services no acceptable subsititute exists.

The statment above best support which of the following conclusion?
C) Binding arbitration tends to be more advantageous for public-service workers where it is the only available menas of settling labor disputes with such workers.

呵呵，大概是因为前文说的costly mistake吧

是这个意思：如果禁止罢工，纠纷就要由仲裁解决，而少了由公共机构的调停。（因此costly）。但如果公共机构罢工，就只能仲裁解决，因为没有别的公共机构可以调停，因此也谈不上costly。

意思说，FOR其他，就没什么advantage了。

Here is my understanding.

There are two ways to resolve dispute:
1. arbitration (binding arbitration)
2. negotiation (negotiaed public-sector labor settlements)

There are two dispute:
1. public dispute
2. private dispute

"to outlaw alll strikes by its workers is a costly mistake"
=> arbitration is not good for (public dispute + private dispute)

"Strikes should be outlawed only for categories of public-sector workers"
=> arbitration is good only for (public dispute) which complies with C

The phrase "negotiaed public-sector labor settlements" may give us a wrong feeling that negotiation is good for public dispute. But actually it's arbitration that is good for public dispute.

真是不用再太认真的对这题了
原文说了对政府是more costly mistake
那么这就是对工人有利咯，要在罢工中找出一个双赢可真不容易的，否则也就不会罢工了
虽然这个逻辑不是很完整，但是这题的其他几个选项问题就更大了，
