这题目我看懂了，可是就是不明白答案为什么选A？我觉得文中的第二句话，和A的意思正好相反，A怎么回事假设条件呢？

42的consume是吃的意思，而不是burn的意思

结果，棉花的价格降低了。征服为了提高棉花的价格，给那些拿出25%棉花地的农民一些payments，这个payments税有一个具体的上限的。

A说不这么做的话呢，棉花价格低，农民收入低了，税就少了，政府还是有损失的，所以现在就算给农民一些钱，也不是net burden。

也不知道这样解释有没有用
