答案是B，但为什么D不对呢？如果走着去的人遇到了T又把他们抓了，那岂不是这个条例还是没有用吗？

又说 ...since it is difficult to collect the tortoises without a vehicle

可见开车破坏栖息地是大问题,步行进入的人不能对T造成重大伤害.
