我的理解：政府养老金发放总数上升百分之二十，而需要养老金的老人的增长大大超过，导致平均到每个人的少了

不知道谁的答案的解释：子女会补助老人，但是只保证一个安逸的生活，政府发的多了，子女就给的少了，总数还是没有变化

请教一下确切的解释....

实际就是为了说明保险金和老人的生活无关。

因为老人的生活是由子女供养，而且子女目前只能提供一个comfortable的生活，还达不到better off 。

所以你发放保险金无用。
