而答案d说了有利于cotton生长的条件，应该是变成加强了啊？

1. E不是很直接啊。进口和出口没有直接联系啊。D 写的多好啊。生产不出了，没东西了，不可能出口了。

2. E 不对啊。问题是从大豆改成棉花的计划，病虫害不会影响，所以不能否定此方案。D的解释很好，即使种了棉花，也没人高价买，计划不成功。 还可以的选择，比如，这个地方土壤不好，不适合种棉花。此地方征收高额的棉花税，这个地方做得棉花品质不符合要求。
