From the first sentence, all labor disputes in a local goverment must then be settled by binding arbitration.That means the arbitration is the only possible means.Public-service workers are included in the goverment laborers, and of couse are also subject to the arbitration.

B选项是原文的逆命题，而逆命题不一定是正确的
这应该是一道lsat逻辑题吧，lsat里面无数这种逆命题的错误选项，而我总是一次一次掉进这个陷阱中。而gmat中似乎很少这种迷惑选项。
