这题的C为什么不行.不是已经说了对开车的人有益,并且资金来源于automobile and rail commuters共同的收入税,也就是说rail也出了一份力啊,为什么不能选这个??

C,benefit from well-maintained brideges? 题目是说通过在brideges上面筹款修缮main commuter rail line

I wrongfully chose (c) as well at first. After careful thinking, I realize my mistake came from the misunderstanding of phrase "general income tax revenues". It does not refer to the toll fee which automobile commuters contributes. It's just a tax revenue that is related to commuters' income and would hardly be affected by toll adjustion.

(C) would be a contender if it said " Automobile commuters benefit from well-maintained bridges, and in the tristate region bridge maintenace is funded out of reinvestment of toll fee collected from those commuters."
