C的话，产量下降-->市场价提高-->政府补助减少。
比较清晰的嘛，注意看这句:The government pays farmers the amount, if any, by which the market price at which crops are actually sold falls short of a preset target price per bushel for the crops.

政府主要是对价格之间的差值进行补贴，而不是预计和实际间的收入（p*n）
