两个assumptions:
1.在"Since a tax of fifty cents per gallon would therefore raise fifty billion dollars per year, it seems a perfect way to deal with the federal budget deficit.这句话里，assumption是至少要maintain "current consumption rates"(demand).
2.在“This tax would have the additional advantage that the resulting drop in the demand for gasoline”，assumption是reduce demand.
于是这两个一个要maintain demand(>=current)，一个要reduce demand(
