24. Public policy dictates the health risks the public routinely takes. 题目中说statistics鼓吹“a seat belt reduces one's risk of death in an automobile accident”,实际上是将人的注意力转移,让他们意识不到一个事实,就是越来越多地推广使用汽车不可避免地增加死亡率。言下之一使人们忽略罪魁祸首是“汽车越来越多地使用”。 而A指出实际上节约使用能源要比为了使用开发核能更好(虽然用核能得癌症的危险不比晒太阳得癌症的多,但实际上没有核能更好)
