13.“Responsibility for preserving the natural environment ultimately belongs to each individual person, not to government.” Discuss the extent to which you agree or disagree with the opinion stated above. Support your views with reasons and/or examples from your own experience, observations, or reading. The author suggests that each individual person instead the government should take full responsibility for preserving natural environment. As far as I'm concerned, however, while individual can do a lot to protect our natural environment, the responsibility of preservation the overall environment lies in the hands of government with help from each individual from the society. To begin with, although the better the natural environment is, the more benefits we individual receive, we have to admit that few people will voluntarily make sacrifice to protect the environment. Many people are short-eyed or don't get enough knowledge about how to preserve the nature effective, thus they will cause considerable damage to the environment. For example, my neighbor always throws his battery along with other rubbish out of his window towards downstairs, just because in his opinion that it is too inconvenient to take the rubbish down himself, what's more, he doesn't even know that the battery will make serious pollution to the soil in decades. As a result, without the government’s guides and supervise, those short-eyed and ignorant people cannot take their responsibility as we expect. Furthermore, the power of individuals' is not strong enough sometimes to stop serious pollution produced by large manufactories or projects if the government is not on behalf of the individuals. The CV company produced paper in Hunan province of China, still works in spite of the huge polluted water it drains off to the Changjiang river, which is the important source of water for the citizens' everyday use. It is no doubt that the entire citizens there hate that company and want it to stop polluting the river. Yet the company continues due to the support of the government, which receives a large number of taxes from the company. From this case we can discover that if the government consider its own incentive interests and ignore the complaints from the individuals, the manufactory cause pollution will survive. Last but not least, it is of great importance that each individual takes part in the strategy of protection natural environment, but the government’s planning as a whole is even more essential. As we know, the society now needs corporation and teamwork, and they are also the best way to do things effectively. The individual may be short-eyed, for instance, people tend to protect the nice environment of their own and to harm others'. The governments, in contrast, can cooperate with other countries to build a law to preserve a rare natural resource for all the human being. Only With the government’s consideration of the environment in a long run and the individuals' support to the government, can we except a better natural environment in the future. In sum, the argument that the responsibility to protect natural environment solely belonged to the individual is not based on full consideration. The government should also make plans to guide people and regulations to prohibit people from damaging the environment.
