e is not a sound amswer ,for the argument is "the pollution contribyted by older cars" will decrease and say nothing about the pollution of cars as a whole so e is not good choice.

这道题的原题在下面,C选项是正确的,否定了美国的旧车不会对全球空气产生影响。费费题中把C,D选项颠倒了。

BUT : The requirement in many jurisdictions that automobiles pass emission-control inspections has had the effect of taking many such OLD automobiles out of service in the United States

NEW pass car might just emission 0.0000000000000000001 that of old car, so even significant increase in qty is not a big deal.
