那么如果单说tariffs one must be less than 10 percent   是不是构不成充分条件？只构成必要条件？我的意思是在不知道 transportation 的情况下单说tariffs是不充分的~~请大家帮忙解答一下~~：）   另外我感觉A选项给的解释也不是很清楚，A也有可选性阿~~

假设题只要求选项是必要条件.没有要求是充分条件啊...

所以.C选项刚好补上了import is still cheaper 与10% less之间的桥梁.构成了桥梁型假设呀..
